Lucas is a recent Ph.D. in the Department of Political Science at the University of Houston. He also holds an M.A. in Political Science from the University of Houston and a B.A. from the University of Alabama at Birmingham. Lucas’s research agenda includes legislative behavior, legislative institutions, state and local politics, political parties, and electoral institutions such as term limits and early voting. His work has appeared in The Journal of Politics, American Politics Research, and Public Choice. His teaching interests encompass American politics with a particular focus on the legislative process and state politics as well as the ability to teach research design, various quantitative methods, and several areas of public policy including inequality and redistribution as well as health care policy. He currently works at the Center for Local Elections in American Politics at Rice University.
